Regulations
1.The tournament goals are promotion of sporting Wushu, attracting children, youth people and adults to practicing Wushu. Raising the spirit of warrior among practitioners, improvement of Wushu skills, exchange of experience between the athletes of the various countries, selection of the athletes into teams, promotion of healthy way of life.
Attracting Wushu teams from al over the world to the competitions organized by Wushu Association of Baltic and Nordic Countries.
2.Organizers: Wushu Association of Baltic and Nordic Countries, Sporting and Traditional Wushu Association of Latvia, National Wushu Federation of Russia, St-Petersburg Sporting Wushu Federation
3.The local organizer is Sporting and Traditional Wushu Association of Latvia.
4.Dates: February 20, 2009 – day of arrival; seminar for judges (18.00-19.00), registration meeting (19.00-20.00).
February 21-22, 2008 – competitions (09.00-21.00)
February 23, 2008 – day of departure.
5.Location: Riga, Latvia.
6.Age categories:Girls up to 12 years (included)
Boys up to 12 years (included)
Junior girls from 13 to 16 years (included)
Juniors from 13 to 16 years (included)
Women, from 17 to 30 years (included)
Men, from 17 to 30 years (included)
Women, 31 years and older
Men, 31 years and older
7.Competition program:1. Barehand forms: Changquan, Nanquan, Taijiquan
(Taijiquan can be performed only by men and women since 17 years old).
2. Short weapons: Sword, Broadsword, Nandao
3. Long weapons: Spear, Cudgel, Nangun.
4. Taiji weapons. (Taiji weapons can be performed only by men and women since 17 years old)
In the events above, the athletes perform:
International competition routines or optional routines conforming to the Rules for International Wushu Taolu Competition, edition of International Wushu Federation, 1999-2007. Time of performance: not less than 1 min 20 sec, for taijiquan: from 5 to 6 min; for taiji weapons: from 3 to 4 min.
For men and women (17 years and older) changquan and nanquan events are divided to two groups:
With difficult movements included:
The judgment will be performed by 3 judge groups (A, B, C).
For every routine submitted to this group, the schema of the routine with indicated difficult movements must be attached to the final entry form. The sample of the schema can be found in the competition rules.
In case when the schema is absent, the routine is moved to the group without difficult movements included.
Without difficult movements included:
The judgment will be performed by 2 judge groups (A, B).
The difficult movements can be performed, but will not be judged in a way different from the other movements.
5. Traditional barehand forms:
I group: xingyi, baguazhan, bajiquan.
II group: tunbei, pigua, fanziquan, choziaoquan.
III group: ditanquan, all imitational styles: usuntokaoquan, houquan, inchzhaoquan, tanlanquan, tsuiquan, baihequan.
IV group: shaolinquan, chaquan, huaquan, hunquan, paoquan, traditional nanquans and all other styles those are not included in precedent groups.
Time of performance: not less than 1 min
For the traditional taijiquan:
from 5 to 6 min.
6. Traditional weapons:
I group: single.
II group: double.
III group: flexible
Time of performance: not less than 1 min.
IV group: taiji weapons.
Time of performance: from 3 to 4 min.
7. Fighting sets:
I group: Barehand vs. barehand
II group: Weapon vs. weapon
III group: Other
Time of performance: not less than 50 sec.
8. Group events: 6 persons of any age category. Time of performance: from 3 to 4 min.
8.Only individual competition takes place under the Rules for International Wushu Taolu Competition, edition of International Wushu Federation, 2007.
9.The judgment will be performed by 3 judge groups (A, B, C) for men’s and women’s changquan and nanquan, for the group with difficult movements included (see paragraph 7, “Competition program”).
The judgment will be performed by 2 judge groups (A, B) for all other events and age groups.
Chief referee: Eleonora Volokontseva, National grade judge.
Chief secretary: Alexander Ivanov, National grade judge.
10.Chief referee and chief secretary appoint the jury.
11.The Panel of Appeal: Eleonora Volokontseva, Alexander Ivanov, Mikhail Gololobov, Reingold Fatkhullin,. The appeal can be submitted not later than 30 min after the end of the appropriate event. The appeal fee – 100 EUR, will be spent for the tournament needs no matter what decision will be made by the panel.
12.The draw-lots are computer-based. Will be performed after all teams will submit the final entry forms.
13.Winners in individual competition:
The winners are being determined in every age group by the highest score. If there will be more than 10 persons participating in the event, 6 persons will be awarded.
1 place: medal, diploma
2 place: medal, diploma
3 place: medal, diploma
from 4 to 6 place: diploma.
If there will be only 1 person registered for any event, this event may be joined to another event without the special agreement with the team’s officials.
For men’s and women’s changquan and nanquan, the groups with difficult movements and without difficult movements will be awarded separately.
14.Winners in individual all-round:
The all-round score will be calculated for each age group as the sum of scores for 5 events: best of barehand forms, best of short weapons, best of long weapons, best of traditional barehand forms, best of traditional weapons.
Awarding:
1 place: medal, diploma,
2 place: medal, diploma
3 place: medal, diploma
15.Registration, entry form:
The number of athletes in the team is not limited.
The preliminary entry form should be sent just after receiving these Regulations, but not later than November 05, 2008.
The final entry form must be sent not later than December 10, 2008.
The following information is included into the entry form: athlete’s first and last name, exact date of birth, the stamp of medical permission, the sign of the coach, the sign of the team/organization director, the organization stamp, mail address, contact tel/fax number, email.
16.Participation conditions:Participants pay themselves all charges for far distance transportation, accommodation and meals and bring their own equipment.
The day of arrival is February 20, 2009.
Seminar for judges about the competition rules, edition 2007: February 20, 2009 at 18.00 to 19.00.
Accommodation: 35-40 EUR per person per day, breakfast and dinner included.
For arranging the local transfer from the airport or railroad terminal, the team must provide the arrival/departure information to the organizing committee not later than January 10, 2009:

17.The registration fee is 10 EUR for each event.
18.The registration meeting will take place on February 20 at 19.00. Each team must send the representative to the registration meeting to submit the original of the final entry form, pay the event fees, check and confirm the correctness of the information registered and receive the competition package for the participants.
